Not in a very efficient way, no. Plus they're not designed for exterior use. Best advice is to try and find a used ICELED Wheel Well kit (which is discontinued). That will do exactly what you want. Check ICELED's message board.

It takes a 12v power supply. What would I hook it up to in my car as a permanent installation in the footwells?

Ultimately it will hook up to the car battery which is 12 volts.
