was reading up rules of the road for Illinois, and it said running board lights, what would those be?

Running board lights: These are limited to one on each side, which must be
nonglare white or amber lights.

On the other hand i dont see it illegal to have hid's EX:
Headlights — Motor vehicles must have two headlights. Headlights must be lighted
from sunset to sunrise. State law also requires headlights to be used in times when
rain, snow, fog or other atmospheric conditions require the use of windshield wipers.
They should also be used when objects 1,000 feet away cannot be seen. Bright lights
must be dimmed 500 feet before meeting an oncoming vehicle or 300 feet before
passing a vehicle. Motorcycles and mopeds require only one headlight, which must
show objects 500 feet ahead. A motorcycle headlight must be lighted whenever the
vehicle is driven.

I believe the Law against HID's is a federal law that makes it illegal to put non-filament bulbs in a car that came stock with filament bulbs.

So, it might not be against state law, but Federal law would supersede State law.

Running board lights are the lights that are on your running boards (SUPRISE! biglaugh.gif ) Running boards are the "stepping" boards on the sides of trucks. Google it if you doing know what I'm talking about and I'm sure you'll get a ton of pictures and description.

Lol, so if you could have 1 running light per side how about a big long amber neon tube along each rocker panel?
