Assume the base vehicle is a full size SUV or Pickup. What lights would you suggest?

If you want some lighting under/inside it I would go with a Inferno V2. Unlimited expandability, virtually indestructible, and bright as hell.

Are you talking about glow lighting? Or like headlights, spot lights, fog lights and such?

Whelen TIR series is a good way to go also the now LINZ6 seem to look pretty bright. Maybe an amber LED light bar like stated above. Dunno what your budget is though. But the TIR series is pretty affordable.

My goal would be to keep all the LED strobes on the inside, or inside the grille. I'm trying to avoid a lightbar in case something has to be strapped on top of the vehicle.

Thinking about it. I've been a stormaphile from a very young age. When I used to go to school at Baylor I was going to apply to be a NOAA spotter but decided against it after the first semester tuition emptied my bank account. I commute to Sam Houston State at the moment from spring and i'm getting some $$ together to have some fun.

of course this is a little extreme. I read about another guy who has a Sierra Denali chase vehicle. He built a rienforced steel mesh plate that covered the entire top of the vehicle.

I just happened to think about the TIV. You should build something like that.

I was watching Storm Chasers the other night and was not impressed at all with it. I know they have a lot of weight on that thing, but honestly it seems like they could do more to the motor.
