Is it possible to power them with a 9v battery? I build dioramas and wanted to install some cold cathodes as warehouse overhead lighting, but have nowhere to power them to.

Was thinking a 9volt battery box might do the trick, but would it be strong enough to power both bulbs?

No. It will ruin the transformers. Run a car battery up there if nessesary.

No, b/c of the transformer is designed for 12V. I've heard the transformer is sensitive to underpowering it.

Since I don't have the inverter in hand, how would I go about wiring the adapter. Doesn't the inverter have a 4 pin connector? Which wires would I wire to?

Nope, it just has the 2 wires, Red and Black. Red is positive, black is negative.

If you get the 15" cathode, keep in mind that it is designed for a computer, it will still work, but you'll have to cut off the 4-pin connector and use the yellow wire for positive and black wire for negative.
