would it be bright enough to put a single 4 chip uv in my foglight housing and have it actually produce a good amount of light? or should i try to put a strip in there?

to be seen?

UV is a blacklight not really a light for seeing things....
but what are you hoping to use it for?

just to be seen like highlight some of the gravel on the road or something i thought it might look cool.

A single 4 chip led (UV or not) will not be bright enough to highlight the road. They would only give you a good glow in your headlight.
