Answer
The length of time for Neons and LED's really depend on how much you use them.
Not really sure of how long Neon's last, but a single LED should last around 30,000 hours.
I don't think Neons last anywhere close to 30,000 hours.

I heard 9500V can be deadly... Is that true? And if so, please give me another alternative...

It has a possibility of being deadly should you come in contact with all 9500V for a decent period of time. But only a silly person would do that. You should always be careful not to touch the high voltage wires coming out of the transformer when the kit is installed. Disconnect it from the power source prior to tinkering.

When properly installed, no they should not. However because they are made with glass, the probability is much higher compared to LED kits.
