So your power is coming from the battery, then the ground hooks up to the ground cable, and then the neon positive cable hooks to the acc and then would the - cable coming from your neon go to the ground as well?

Yes that's correct. Batter to Power, positive wire of neon to Acc, Ground to a ground source, and the negative wire of the neon also to ground source.

What does the "acc" stand for? Is that where the positive from the neons hook up to or what does it do?

It stands for accessory. Yes, it goes to the power wire of whatever accessory you want to control with the switch.
