Yes, this controller will hold memory when turned off by the power button, but not after all power cut-off.

I have a project for 400 red/400green/400blue all 1 watt highpower led 350ma operating current each. I would like to run these on color change all at the same time. Do you have the power supply and controller that you can supply. Do you have any suggested setup to make the system work

Unfortunately nothing for that magnitude. We would have to have something custom designed for that application.

If I have 3 strips of LED12V ( 1 red; 1blue;1 green) , Each strip is about 12 ft. of 5mm LED with 0.5 inch led distance. I just purchased one of these units and it does not have an on/off switch. At least I could not find one and the instructions did not have a reference to how the unit turn the power on/off.

The Simple RGB Controller does not have an on/off switch contained within the unit. I suggest adding an external 12 volt switch - we've got a lot of cool styles to chose from!.

When you use this contoller can you buy the million color flex strip or do you have to buy a red , blue and green strip. Im new to the LED strips and controllers.
Answer
You could do that and have a lot more light! However, most people would be more inclined to buy one strip that has all the RGB capabilities within the strip. Whichever LED strip you do decide on, make sure that it has a common positive, as the Simple RGB Controller uses a common positive.

Each RGB Pixel module will use 60mA so you could string up to 80 of these on one controller (limit is 5A).
The speed will range from colors changing every 20 seconds to viewing all colors in one second.
There are 3 different modes. In any mode, both speed and brightness can be manipulated, you may also press pause for the static color of your choice.
#1 is demo mode
#2 is the fading mode
#3 is flashing
