Haha, no definitely not. They use powerful strobe lights made by Whelen or similar companies. Google them.
Could you use these as fog lights without having a problem?
No, these are not good as fog lights. 1) It's a strobe light. 2) The LEDs are not static, they go around in a circle.

The strobe flases about 2-3 times per second. The LEDs have a chase pattern where they go around in a circle, one at a time.

There are three wires coming from the strobe - two positive wires, one for the LEDs and one for the strobe light, and a common ground. Hook up the positives in whichever way you wish, and ground the ground wire.

They are not rated for outdoor use. You could use them in snow, salt, and freezing conditions, but I don't know how long they would last.
