what would be the best way to touch up stone chips/small scratches?

Chips are going to be difficult to take out. Scratches can be lessened i used ScratchX from meguiars.

pics would help....
but just damb some touch up paint..let it come above the level of the paint..wet sand it down, use some clear touch up..slightly wet sand..then buff it..best way to "fill" chips

Yup, what he said. You can get a nice little 3M kit at Walmart that has everything you need to fix chips. Just be patient. As far as color matched paint, I get mine from Paintscratch.com. If you have a common or popular color you can get your paint at a autoparts store.
