What voltage to design for?

Can someone tell me what maximum car voltage I should use to design an LED circuit please? I'm making some LED indicator strips and want to know what voltage to put into my calculations because this will determine what resistors to use. Obviously the battery is 12V but there are voltage spikes when the engine is running.

I use 14 thats what I measured at full RPM's ... I might be higher as I have an aftermarket 200amp alternator ... 13.5 would be a safe bet as well

You should be using voltage regulators, that way the output does not vary even if your input does.

If you only want to use resistors, then you should use 14.4 or something near that. On colder mornings I commonly see my car in the 15.0-15.2 range for voltage.
