Uhmm.. They are loose LEDs. The black plastic is simply a packaging reel. The dimensions are 5mm x 5mm square. It is the same sort of LED that is used on these

On #9, when you say tapping power on and off, does that mean I could hook it into a switch when it gets to red flip the switch off and back on and it would stay red?
