Joe did it. I have them under my car.

Acrylic is strong. Simple rocks thrown won't break them. You can put regular accent tubes under your car... but you need to seal them up. Breakage is rarely a problem

I have not used Cold Cathode's, but I have basic accent neon tubes (not ub tubes) in my wheel wells and have not had any incident with them yet. I provided them with a little bit more protection by creating a "shield" for them at the top of the wheel well out of clear lexan. If you seal the tubes and provide them with some kind of protection I would imagine the ccfl's would survive for a bit.
