There was already a thread about tint.

But i'm not sure about the NY mv laws regarding lights.

NY 70% 70% ANY% 6" NET

The 70% is light transmittance, so 70% of light has to pass through the window.

Any non-OEM exterior lighting is illegal. Interior lighting is OK, but I would stay away from blue and red if you want it on while you're driving (the whole "impersonating a police officer" thing...)
